Minimizing flood damage
One of the most horrible things to happen to anyone is to go through a flooded home.Flooding due to a busted pipe, or an overflowing sink or bathtub, or even worse maybe a natural disaster.
It is by far one of the wrose things that happens to you because it is your home that we are dealing with. One of the essential elements of life which includes food and shelter.
So when this happen, often times a person needs to act quick to minimize more damage, more monetary costs, and more disruption of their lives.
Because if a flood does happen, there will be damages to flooring, and walls, and furniture and whatever else is exposed to the flood. But there is also the danger of mold.
So even after the flood damage is cleaned up, there are some steps you need to be quick about.
Here are a few of those steps.
First, how bad was the flood? If it is a major flood then you need to make sure the home or building is safe to enter. Is it capable of collapsing?
If is not something major like that, but more like a flooded room due to a busted pipe, you need to cut off the water source to prevent more flooding. If that means having the water shut off, do it as quickly as possible.
Second, remove any of the water that remains, standing water. Use towels if minor, but if major you may need to call a water damage company to use equipment to drain immmediately.
If you do not, you stand the risk of increasing the likelihood of mold. The sooner you get rid of the water, the easier it will be to perform mold removal.
Finally, remove as much of the furniture and other fixtures out of the exposure to the water.By doing this, the risk of more damages happening to the furniture is reduced.
Once these steps have been followed, you are going to need a professional water and mold removal company to really address the situation.
Your goal is to simply minimize the damage costs as well as the exposure you could receive from the mold.A professional flood damage company has the best shot of doing this. Or a company like my mold removal San Diego company.

I don't know if New Jersey is THAT different, but every state that I know of would cover this under COMPREHENSIVE coverage. If you do not have this coverage than that is a different story.
Since this IS something that would be covered through personal auto insurance, I can't imagine that there is a government agency that does it for *free*.
***EDIT***
I just did a quick check online and comprehensive coverage IS offered in NJ. This covers damages related to ...theft, flying debris, flood, lightning, explosion, windstorm!!, and others. I would call your agent to verify because it is not a true statement that natural disasters are not covered by insurance. Granted since COMP is an optional coverage, you may have elected to opt out of it.

"Both the International Bottle Water Association and the U.S. Food and Drug Administration (FDA) consider bottled water to have an indefinite shelf life, so long as it is produced in accordance with current good manufacturing practices and properly stored. However, the FDA concedes that storing water bottles for long periods of time can result in a slightly different odor or taste. "

The wall is one thing, but what concerns me most, and should concern you, is the floor.
One day you're going to step out of your shower and your foot is going to go through the floor.
Or you're going to fill the bathtub and IT'S going through the floor.
I have a feeling you let this go for too long.
You might have some major structural repairs to make which would include removing the tub.
Hard to say without looking at it.
I would take care of it as soon as possible.
Have it looked at by professionals.
Get a few bids for repairs.
See if your Homeowner's Insurance will cover it...

Mold removal/remediation is entirely different from air duct cleaning. However, it is not uncommon to find mold in your air ducts. That is why we recommend the Electro Breeze Duct Mount UV kit at This unit will eliminate mold and bacteria from your indoor air and keep your air conditioning coils clean from mold.
You must consider that to remove the mold from your air ducts, the air duct cleaning company is entering into a potentially dangerous situation for their employees. This requires expensive equipment and a person with the skills to do the remediation properly. Now that they have knocked the mold loose, you will need the high efficiency filtration and ultra-violet light of the Electro Breeze DMUV kit to kill and capture the mold spores in your indoor air. I hope this helps.

Dude:
WHAT MEASURES???????
I prefer metric measures (meters, grams and liters), over English measures (feet, ounces and quarts).
it takes years of abuse to damage floor joists, depending on your flooring type, that might need changing.
remove the tiles and let the wall dry, fill the tub with water,(important).refix the tiles, masking tape the tiles and the tub and seal with silicon, run a wet finger along the silicon,
remove the tape and again run your finger along, that will seal tile edge to tub, if you have vinyl flooring you can do the same around the room. this will stop water on the floor, leave the water in the tub for 24hrs
